State Funding and PolicyAdvocacy and Outreach Work Group Photo credit: Mass EOEEA Theory of Change Where We Are Now Massachusetts funding and regulations were developed during a time when the external environment was assumed to be static. Many regulations and opportunities to raise funds are held at the state level. Where We Need to Be With rapidly changing weather getting hotter and more flood prone in unpredictable ways, communities need more resources and more responsive regulations to manage risks to people and places. What We’re Doing Approximately 10% of the state’s population lives in the Mystic Watershed. When we advocate collectively as 21 communities, we can help move critical knowledge and policies forward.
